According to a November 9, 2007 Channelweb article, Microsoft partners
that are recycling firms or refurbishers offering refurbished PC's can now be competitive
in the market with properly licensed equipment.
Microsoft has created two new licensing mechanisms that allow refurbished PC's to be loaded with Windows XP Professional or Windows XP for Home. In the past, Microsoft required acquired PC's to have their original Certificate of Authenticity and recovery media available which ordinarily is difficult to track down. Typically refurbishers, recyclers, and used computer sellers would sell the computers without an operating system or charge customers extra to install one. With the Microsoft Authorized Refurbisher program, licensing terms are clearer and easier to implement for both refurbisher and computer acquirer. Microsoft is incentivizing refurbishers who participate in this program to have a strong environmental practice, meaning that computers that do not mean refurbish thresholds must be properly recycled.
This practice promotes legal licensing for secondary computer equipment and the proper recycling for equipment not meeting refurbishers repair thresholds. It also allows consumers the safety of being able to acquire a decent computer with an updated OS that is supported.
