A Department of Justice Inspector General report reveals that
the federal government's prison systems Federal Prison Industries (operating as Unicor)
has placed past workers and staff at serious health risks by willfully violating
health, safety and environmental laws.
The scathing report, Review of Federal
Prison Industries' Electronic-Waste Recycling Program, cites evidence of dishonesty,
dereliction of duty, and theft. In addition, the report finds that Unicor exported hazardous waste
to developing countries.
"We have said all along, that prisoners should not be managing toxic waste and the federal
government should never allow the export of such wastes to developing countries," said Jim Puckett,
Executive Director of the BAN. "Now we are finding out that not only did the federal government continue
to allow it, they were doing it themselves and may still be doing it to this day."
While 11 Unicor and BOP employees were declared deserving of further investigation, no action
has been initiated because of "various evidentiary, legal, and strategic concerns."
